The cooperation joining between the Asia-Pacific Economic Cooperation : APEC and College of Asian Scholars: CAS

Since the information technology plays and important role in both Thai and the global societies, to create an opportunity for people in knowing of information and communication has stated as a potential development for the domestic human capacity building preparation for the global digital competition. To encourage people in computer usage and internet using is one of the ways for broaden opportunity as well as narrow information technology learning gap. The development under the political, economic, and social changes amidst the globalization in which technology initiated”the Information Era” has been facilitating human in obtaining information from variety channels. College of Asian Scholars hopes for developing IT and computer education. These day both of them are important for learning, working, and communication. More than they are able to create business also income, and these encourage Khon Kaen City to be the IT City that ready for the world competition.

APEC Digital Opportunity Center [ADOC], under the Asia-Pacific Economic Cooperation [APEC], signed in a cooperation contract with College of Asian Scholars [CAS] in order to support technology and proclaimed CAS to be a Learning Center in Khon Kaen that provide basic computer usage and internet skills to the local youth and women; not less than 400 persons, who live in Khon Kaen City and nearby provinces at the end of the year of 2008. On August 8, 2008 there was a protocol signing between the representative of trade and economy of Taiwan and Prof. Dr. Krasae Chanawongse, the CAS licensee. And on December 29, 2008, ADOC signed in a cooperation contract with Assoc. Prof. Dr. Yupin Theechamanee, the Vice-president of CAS, to support Mandarin language software program for creating CAS as a Mandarin language Leaning Center to improve Madarin language sill for students and Khon Kaen people.

1. To generate knowledge and skills in computer usage and Mandarin language.
2. To spread out learning opportunities in IT, computer usage and Mandarin language.
3. To develop an academic achievement and educational innovation.

The local women and youth who live in Khon Kaen province and its neighbors approximately 400 persons are literate in basic computer usage and have internet using sill. The main target group namely the employed and unemployed women, whose aged up 30, the unemployed, children and youth whose not older than 18 years old.
